Make the parameterized builds capable of changing the configure through a jenkins parameter

@trilinos/framework a question about using a parameter to change the configuration of the parameterized builds was brought up in another issue. We should discuss the pros and cons of that here.
The initial concern was mentioned in #1393 (closed) and was brought up because to resolve that ticket for the clean build we are going to disable the offending tests. However, the easy way to do that for now is to modify the configuration of the parameterized build which would affect more than just the clean builds that we are trying to fix.
