duplicate TPL adapters

In Trilinos, TriBits takes care of some of the TPL integration via the files in

cmake/tribits/common_tpls/FindTPL*.cmake

Their counterparts in

cmake/TPLs/FindTPL*.cmake

are redundant and should probably be removed.
