Zoltan2: example passes extra arguments to Kokkos::View constructor

Trilinos/packages/zoltan2/example/block/kokkosBlock.cpp
, line 147, creates a 1-D Kokkos::View
, but passes it two run-time dimensions. The second dimension is zero, which is why it still builds, but it throws if you disable deprecated Kokkos code.
I am working on a fix.
