Belos: Work around ancient Doxygen version to display SolverFactory table correctly

The online Doxygen documentation linked from trilinos.org uses an ancient version of Doxygen that does not understand Markdown tables. Thus, I changed the documentation of Belos::SolverFactory to use an HTML table instead of a Markdown table. Hopefully this makes the table show up correctly.
