Thyra: add function to reset the ModelEvaluatorDefaultBase lazy initialization flag

This change allows Drekar to run correctly with Trilinos_ENABLE_DEBUG=ON (in particular IMEX and adjoint problems).

Details on why this is needed are in the new unit test.
