Description

This will enable Complex Doubles in the GCC 7.2.0 build

Motivation and Context

Addresses Issue #2426 (closed) PR testing should enable complex by default

How Has This Been Tested?

This has been tested to develop a number of times. The issues have been worked out and enabling complex doubles is ready to go. https://testing-vm.sandia.gov/cdash/index.php?project=Trilinos&parentid=4504696
