Description

Like PR #4374 for Issue #4254, this turns on Warnings as Errors for kokkos in the GCC 7.2.0 PR build.

Motivation and Context

This addresses Issue #3178 turning on another package for Werror.

How Has This Been Tested?

This has been built to develop without issue.
