Tolerance/Data Types are defined in several places

Currently we seem to be defining the NUFFT tolerance in several places, that are distinct from the parameters file where the data types are defined. I think this should be defined in the same place to avoid confusion.

Thanks to @ihchang for pointing that out. @monarin do you want to move the tolerances to params.py (until params.py is deprecated)?
