MueLu: adding test for structured line detection

Expectations

The structured line detection should be tested more thoroughly to make sure it is usable for applications such as SPARC

Current Behavior

Currently only a unit-test checks that the structured line detection works but a full example is more appropriate to make sure the code behaves as expected in actual runs.

Motivation and Context

This provides an example to user on how an xml file using structured line detection looks like, this will eventually be used to update the MueLu User Guide.
