Seacas kokkos refactor

James Willenbring requested to merge gsjaardema:seacas-kokkos-refactor into master

Description

The IOSS library io_shell and io_shell_ts executables were using Kokkos in a method incompatible with the current version. They were accessing Kokkos-related data after calling Kokkos::finalize() because of static data which was being deconstructed at program exit time.

Restuctured this such that the previous static data is now in a class which is deconstructed when copy routine goes out of scope.

Tested on ride.
