This build is using CMake 3.11.1 currently and we are submitting to the new CDash site testing-vm.sandia.gov/cdash/ that can process this all-alt-once mode data so why not switch?

We just need to turn off CDash emails for the "Continuous" Group on the old testing.sandia.gov/cdash/ Trilinos project or we will spam people with CDash error emails for every package no matter which package has a failure.
